มกอช. ยกระดับความเชื่อมั่นในผลการรับรองสินค้าเกษตรและอาหารของไทยสู่สากล

ประเทศไทยเป็นประเทศเกษตรกรรม สินค้าเกษตรและอาหารจึงเป็นสินค้าหลักที่มีความสำคัญต่อการขับเคลื่อนเศรษฐกิจ ทั้งเพื่อการบริโภคของประชากรภายในประเทศ รวมไปถึงการส่งออกสินค้าเกษตรและอาหารไปยังประเทศคู่ค้าทั่วโลก ปัจจุบันแต่ละประเทศสามารถพัฒนาพื้นดินให้อุดมสมบูรณ์เหมาะแก่การเพาะปลูกสินค้าเกษตรและอาหารที่หลากหลายด้วยเทคโนโลยีและนวัตกรรมทางการเกษตรสมัยใหม่ ส่งผลให้การแข่งขันทางการค้าในตลาดโลกเพิ่มสูงขึ้น นอกจากการแข่งขันทางด้านราคาสินค้าแล้ว อีกหนึ่งปัจจัยสำคัญที่มีผลต่อการแข่งขันทางการค้า คือ ผู้บริโภคต้องการสินค้าที่มีคุณภาพและมีความปลอดภัย
สำนักงานมาตรฐานสินค้าเกษตรและอาหารแห่งชาติ (มกอช.) ในฐานะหน่วยรับรองระบบงานด้านสินค้าเกษตรและอาหารของประเทศไทย ได้ยื่นขอรับการประเมินความเท่าเทียมจาก APAC และได้รับการยอมรับความเท่าเทียมด้านการรับรองระบบงานจาก APAC (APAC MRA) และ IAF (IAF MLA) ขอบข่ายการรับรองผลิตภัณฑ์และขอบข่ายระบบการจัดการความปลอดภัยอาหาร ซึ่งทาง APAC กำหนดให้มีการตรวจประเมินความเท่าเทียมทุก 4 ปี เพื่อรักษาสถานะ APAC MRA และ IAF MLA ของหน่วยรับรองระบบงานประเทศสมาชิก
มกอช. ได้กำหนดแนวทางสำหรับการปรับปรุงประสิทธิภาพของการรับรองระบบงานขอบข่ายระบบการจัดการความปลอดภัยอาหาร โดยเน้นเรื่องการพัฒนาและการเฝ้าระวังสมรรถนะผู้ตรวจประเมินและผู้ทำหน้าที่ตัดสินใจให้การรับรองระบบงานอย่างต่อเนื่อง การปรับปรุงเอกสารหลักเกณฑ์และเงื่อนไขสำหรับการรับรองระบบงานขอบข่ายระบบการจัดการความปลอดภัยอาหารให้ทันสมัย โดยเฉพาะมาตรการสำหรับระยะปรับเปลี่ยนมาตรฐาน ISO/TS 22003: 2013 ไปสู่ ISO 22003-1: 2022 โดยมีการทวนสอบระบบการดำเนินงานผ่านกิจกรรมการตรวจติดตามคุณภาพภายใน (Internal Audit) ประจำปี และการทบทวนของฝ่ายบริหาร (Management Review) เพื่อเตรียมความพร้อมสำหรับการตรวจประเมินความเท่าเทียมจาก APAC ที่กำหนดในช่วงปี พ.ศ. 2568 ทั้งนี้ การรักษาสถานะ APAC MRA และ IAF MLA ขอบข่ายระบบการจัดการความปลอดภัยอาหาร เป็นเครื่องมือสำคัญในการสร้างความเชื่อมั่นในใบรับรองมาตรฐาน ISO 22000 เพื่อยกระดับมาตรฐานการผลิตสินค้าอาหารของไทยให้มีคุณภาพและความปลอดภัยเทียบเท่าระดับสากล ลดข้อกีดกันและอุปสรรคทางการค้า และเพิ่มความได้เปรียบในการแข่งขันทางการค้าระหว่างประเทศต่อไป
As Thailand is an agricultural country, agricultural and food products are important commodities that mainly drive the Thai economy, including exporting agricultural products and food to trading partners worldwide. Each country currently investigates to develop fertile land suitable for various agricultural cultivation with advanced technology and innovation. As a result, the global market has become highly competitive for exporters. In addition to price competition, consumer demand for quality and safe products is another critical factor affecting trade competition.
The National Bureau of Agricultural Commodity and Food Standards (ACFS), as a Thai AB in agriculture and food sectors, applied to the APAC and obtained the APAC MRA and IAF MLA in the Product Certification Scope and the Food Safety Management System Scope. APAC requires peer evaluation every 4 years to maintain the APAC MRA and IAF MLA status of AB members.
ACFS establishes the Guidelines to improve the effectiveness of accreditation of the Food Safety Management System Scope. It addresses the development and monitoring of the Assessors and Decision Makers in terms of required competence continuously, reviewing and updating the ACFS criteria and conditions document for accreditation of Food Safety Management System Scope, particularly measures for the transition period of ISO/TS 22003:2013 to ISO 22003-1:2022. ACFS then conducts the annual Internal Audits and Management Reviews to prepare for the next APAC Peer Evaluation, scheduled in 2025. Therefore, maintaining the APAC MRA and IAF MLA in the Food Safety Management System scope is an important tool in strengthening the confidence in ISO 22000 certificates, which level up the standard of Thai food production in terms of quality and safety in line with international standards. This will then reduce the trade barriers and increase competitive advantage in international trade.
