AsThailandandotherASEANmembers reached theASEAN
free trade agreement, and the kick start of Thailand -Australia
free tradeagreement in2020, thenewopportunitiesalsocome
alongwithnew risksof competition inASEAN, especially in
theproductionof beef cattle.
Latest information from an academic forum “Approaching
Thai Beef Cattle…What Needs to Be Done”, hosted by the Thailand
Research Fund (TRF), found that between 2012-2014, beef cattle in
Thailand decreased from 6.33million to 4.31million.Among this, 69%
is native cattle breed, followed by mixed-breed cattle at 29%, while
beef cattle breeds only lasts at 2%. In 2015, the production of beef
cattle also reduced to roughly 900,000 cows, which is certainly not
enough for domestic consumption. This has driven the price of beef
in the market and led to the import of livestock and beef from other
countries.
The export value of beef cattle livestock in 2014 is 2,027,340,879
Baht, and themainmarkets areASEANmember countries andChina.
Meanwhile, the import of livestock is made through border trade,
especiallyatMaeSot -MyawaddyBorderCrossing inTakProvinceand
MaeHongSonCustom. The livestockwill then be transported to other
provinces for feedlotorslaughteringprocesses.Thebeef in thiscategory
will besent to the lowermarket or transported toMalaysiaviaLaos, and
toChina viaVietnam.
To address the shortage of beef cattle and increase export
opportunities, theThai government shouldpromoteand fundbeef cattle
farmers, which will increase the numbers of cows. Moreover, cow
registration system similar to other countries should be set up, in order
to classify gender, age, andbreeds of the cow. Nonetheless, inorder to
processandenhance theproducts,more researchshouldbeconducted
to find the right solution and long term strategy. Full scale farming and
processingshouldbecontrolled inall level, fromnativebreedcattlestatus
checking toproductdevelopment,processing,andmarketing.Moreover,
supplychainsystem, product trackingand thepromotionofThai recipes
that containbeef as themain ingredient shouldalsobepromotedalong
with the insuranceofgoodqualityand foodsafety. Ifallof theseprocesses
are done right, the Thai beef industry should be able to compete with
those of other countries, and effectively create new export
opportunities toThailand’s neighbouring countries.
TheASEANEconomicCooperation (AEC),which recentlycame
into force, is a very good opportunity for Thai beef cattle industry to
improveproduction capacityandexpand thebeefmarket toASEAN
countries.This includes theoutsourcingof farms intoASEANcountries
with lower production cost. Thailandhas thehighest capacity in this
industry, comparing to other ASEAN countries, and has ASEAN
accepted standards for production and products. It is, therefore,
crucially important for Thailand to encourage beef cattle industry in
response to increasing demands from inside and outside the
country.
