ที่ เพิ่มขึ้นดั งกล่าวว่า ชาวนาที่สามารถเพาะปลูกข้าวโดยมี
ปริ มาณน�้ ำเพี ยงพออาจได้รั บอานิสงส์ จากราคาข้าว
ที่ปรับเพิ่มขึ้นโดยเฉพาะในส่วนของผลผลิตข้าวนาปี 2558/59ที่ก�ำลัง
จะออกสู่ตลาดในช่วงเดือนกันยายน 2558 ผนวกกับเริ่ มมีปริมาณ
น�้ำฝนเข้ามาช่วยบ้าง ท�ำให้เพาะปลูกข้าวได้ดี ขึ้นเมื่อเที ยบกับช่วง
ก่อนหน้าที่ประสบภัยแล้งรุนแรงซึ่งหากราคาข้าวยังคงสามารถรั กษา
ระดับนี้ที่ แตะ 8,160 บาทต่อตัน ต่อเนื่องในระยะต่ อไปก็อาจท�ำให้
รายได้ของชาวนาเพิ่มขึ้นประมาณ 2,600 บาทต่ อครั วเรือน เมื่อ
เทียบกับช่ วงครึ่งแรกของปีนี ้ (เฉลี่ยครัวเรือนละ 15 ไร่ และอาจ
เพิ่มขึ้ นกว่ าจ�ำนวนดังกล่าวในกรณีที่เป็นชาวนารายใหญ่ ที่มีพื้นที่
เพาะปลูกมากกว่า 15 ไร่) และอาจช่ วยประคองภาพรวมรายได้
ชาวนาในระดับหนึ่งในภาวะที่ ชาวนาก�ำลังเผชิญความยากล�ำบาก
อย่างไรก็ตาม หากมองในภาพรวมของรายได้เกษตรกร คาดว่า
ราคาข้าวที่ปรับเพิ ่มขึ้ นนี้จะยังคงไม่ สามารถชดเชยผลของความ-
เสียหายจากปริมาณข้าวที่สูญเสี ยไปจากภัยแล้ง ทั้ งในส่วนของ
นาปรังปี 2558 และนาปี 2558/59 ที่ก� ำลังจะออกสู ่ตลาดได้
โดยคาดว่าในปี 2558 รายได้เกษตรกรยั งมีแนวโน้มหดตัวต่อเนื่อง
เป็นปีที่ 4ทั้งนี้ ในช่วง 7 เดือนแรกของปี 2558 รายได้ของเกษตรกร
หดตัวร้อยละ 12.6 (YoY)
KResearch’s views about the recent increase in rice
pricesare that farmerswithsufficientwatermaybenefit
from hikes in paddy prices, especially when rice
production of the 2015/16 crop year enters the market in
September.More rainfallas the rainyseasoncommencedwill
help improve crop yieldswhichwere earlier impacted by the
dry spell. Should rice prices remain at THB8,160/ton, farm
income may rise by around THB2,600 per household over
that seen during 1H15. (The figure is based on the fact that
farmers ownaround 15 rai of farmlandon average. Farmers
with larger plantation areas may thus earn higher income.)
Overall, farm income may thus be raised, helping out to a
certain degree, especiallywhen farmers are still in a difficult
time.
Nonetheless, the increases in rice pricesmay be unable
to offset the losses incurred by drought, both from the 2015
off-seasonand2015/16majorcrops,whicharegoing toenter
the market. In 2015, farm income is likely to shrink for the
fourth year running, after tumbling 12.6 percent YoY during
7M15.
